Man charged in attack on UK police during riots (AP)

LONDON ? British police on Sunday charged a man suspected of participating in a hit-and-run attack that seriously injured two police officers during the height of the riots earlier this month.

Jah-Kiel McDermott, 28, was charged with attempted grievous bodily harm, police said. McDermott faces a court appearance in London on Monday.

The police officers sustained serious injuries when a car was driven directly at them. Both are now recovering at home.

The incident happened in northeast London at 1 a.m. on Aug. 8, the second night of rioting and looting that hit London and other British cities in the worst urban violence in several decades.

U.K. police have so far arrested more than 3,000 people suspected of crimes during the four nights of rioting.

New York Magazine reported the only thing that saved the city from complete ruin was that the brunt of the storm surge came in at low tide.

There were an unspecified number of deaths as records in 1821 were scarce. However, the areas decimated by the 1821 Hurricane were far less populated than they are today so the loss of life was kept relatively low by today's standards.

Hog Island Destroyed, 1893

An estimated Category 2 hurricane hit the area in 1893. The storm completely washed away Hog's Island, a resort part of New York City Aug. 22, 1893. No one in the modern age of New York had seen anything like it. Hog's Island was a mile long. A 30-foot storm surge of water completely washed it away literally overnight.

The site where the hurricane made a direct hit is where JFK International Airport now sits. Should Hurricane Irene pack the same punch as the storm in 1893, imagine what might happen. Howling winds and heavy rain may not do well in low-lying areas of New York.

Long Island Express, 1938

The hurricane dubbed the Long Island Express hit eastern Long Island as a Category 3 hurricane on the afternoon of Sept. 21, 1938. It spared New York City for the most part as the strongest 180 mph winds stayed in sparsely populated areas of Long Island. The storm killed 10 people in New York City alone and 200 overall. Had the hurricane moved 75 miles farther west, New York City would have taken a direct hit.

Insurance adjusters are fearful of another hit like the Long Island Express. Now, a storm of that magnitude would cause damage over $10 billion. Other modern hurricanes have dumped lots of rain and wind on New York. Hurricane Belle grazed New York in August of 1976 causing heavy rain. Hurricane Gloria also pelted the region with monsoon rains in late September of 1985.

As Hurricane Irene approaches, New York is doing what many residents in hurricane-prone areas do. They are hoping for the best and preparing for the worst.

Quake bolsters calls for public safety wireless network (Reuters)

WASHINGTON (Reuters) ? Disruption of cell phone service by a rare East Coast earthquake on Tuesday prompted renewed calls for Congress and regulators to provide a dedicated wireless network for emergency workers.

The 5.8 magnitude earthquake centered in Virginia shut federal government agencies some 90 miles away and sent office workers into the streets as tremors were felt as far as Canada.

The Federal Communications Commission said it is assessing a significant disruption to cell service due to the quake and will be looking at ways to improve communications during emergencies.

Verizon Wireless, AT&T Inc, Sprint Nextel, T-Mobile USA and Frontier Communications Corp all reported higher call volumes and network congestion in affected areas, making it difficult to reach out to family and friends after the quake over cell phones.

"We were unable to get cell phone access for a period of about an hour immediately after the quake," said Dennis Martinez, chief technology officer for the RF Communications Division of Harris Corp.

The large percentage of first responders who rely on cellular data networks for some of their services would have experienced the same outage, Martinez said.

Creating a nationwide mobile broadband network for emergency services is a key 9/11 Commission recommendation that has yet to be put into action as the 10th anniversary of the September 11, 2001 attacks by hijacked airliners approaches.

The wireless network would allow firemen, police and other first responders to easily communicate, but lawmakers and regulators have yet to reach a consensus on how to build, maintain and fund the network.

Of particular contention is whether to allocate a highly sought after segment of the 700 megahertz band of airwaves called the D Block directly to public safety groups, or to auction it to commercial carriers who will be mandated to share it with first responders.

Public safety groups have pushed for control of the D Block, which the FCC is currently under instruction from Congress to auction off, and used the earthquake to strengthen their case.

"In the wake of the earthquake, cell service went dark," said Public Safety Alliance spokesman Sean Kirkendall. "It's a perfect illustration why public safety needs nationwide, mission critical broadband capability of its own."

Ongoing discussions among lawmakers on debt reduction could help sway the fight for the D Block in public safety's favor.

Harris' Martinez said auctioning spectrum to generate revenue has caught the eye of lawmakers, and there is broad support to use a portion of the auction proceeds to fund the public safety network.

AT&T and Verizon Wireless also have supported giving the D Block to public safety. Verizon Wireless is a joint venture of Verizon Communications and Vodafone Group Plc, while AT&T is awaiting regulatory approval for a $39 billion bid to buy T-Mobile from Deutsche Telekom AG.

But smaller carriers hoping to acquire more spectrum to better compete with industry powerhouses have favored a shared commercial and public safety network.

A study commissioned by Sprint and T-Mobile said there were no technical barriers standing in the way of first responders having priority access on a network shared with commercial carriers.

Still, a previous effort to auction the D block for shared commercial use with public safety groups failed.

"There's no reason to believe it would succeed on a second go-around," Martinez said.

(AP) ? Tens of millions of people from Georgia to Canada were jolted Tuesday by the strongest earthquake to strike the East Coast since World War II. Three weeks before the 10th anniversary of Sept. 11, office workers poured out of New York skyscrapers and the Pentagon, relieved it was nothing more sinister than an act of nature.

There were no known deaths or serious injuries, but cracks appeared in the Washington Monument and the National Cathedral, which had three capstones break off its tower. Windows shattered and grocery stores were wrecked in Virginia, where the quake was centered. The White House and Capitol were evacuated.

The U.S. Geological Survey said the quake registered magnitude 5.8. By West Coast standards, that is mild. But the East Coast is not accustomed to earthquakes at all, and this one unsettled some of the nation's biggest population centers.

In New York and Washington, people said their thoughts were of an explosion or terrorist attack. In some cases, workers in Washington mentioned the tremors in phone calls to colleagues in New York, and seconds later, the shaking reached there, too.

"We thought it was a bomb at first because everyone has 9/11 on the brain and that it's so close to September and the 10th anniversary," said Cathy McDonald, who works in an IRS office in downtown Washington.

Hundreds of people spilled out of the federal courthouse blocks from ground zero after the quake struck just before 2 p.m. EDT. Workers in the Empire State Building rushed into the streets, some having descended dozens of flights of stairs.

"I thought we'd been hit by an airplane," said one worker, Marty Wiesner.

Adrian Ollivierre, an accountant who was in his office on the 60th floor when the shaking began, said: "I thought I was having maybe a heart attack, and I saw everybody running. I think what it is, is the paranoia that happens from 9/11, and that's why I'm still out here ? because, I'm sorry, I'm not playing with my life."

The quake was felt as far north as Toronto, as far west as Indiana and Kentucky and as far south as Atlanta and Savannah, Ga. It was also felt on Martha's Vineyard off Massachusetts, where President Barack Obama, who is vacationing there, was getting ready to tee off in a round of golf.

The White House said there were no reports of major damage to the nation's infrastructure, including airports and nuclear facilities. Two nuclear reactors at the North Anna Power Station in Virginia were automatically taken off line by safety systems, said Roger Hannah, a spokesman for the U.S. Nuclear Regulatory Commission. The plant is in the same county as the quake's epicenter, about 80 miles southwest of Washington and 40 miles northwest of Richmond, Va.

The Park Service closed all monuments and memorials on the National Mall, and ceiling tiles fell at Reagan National Airport outside Washington. Many nonessential workers in Washington were sent home for the day. The Capitol was reopened by late afternoon for people to retrieve their things.

At the Pentagon, a low rumbling built until the building itself was shaking, and people ran into the corridors of the complex. The shaking continued, to shouts of "Evacuate! Evacuate!" The main damage to the building, the largest single workspace for the federal government, came from a broken water pipe.

The National Cathedral said it had sustained "significant damage," with three capstones, each shaped like a fleur-de-lis, breaking off the main tower. Cracks appeared in the flying buttresses around the apse at the cathedral's east end, the oldest part of the building.

"Everyone here is safe," the cathedral said on its official Twitter feed. "Please pray for the Cathedral as there has been some damage."

Around Mineral, Va., a small town close to the epicenter, people milled around in their lawns, on sidewalks and parking lots, still rattled and leery of re-entering buildings. All over town, masonry was crumpled, and there were stores with shelf contents strewn on the floor. Several display windows at businesses in the tiny heart of downtown were broken and lay in jagged shards.

Carmen Bonano, who has a 1-year-old granddaughter, sat on the porch of her family's white-frame house, its twin brick chimneys destroyed. Her voice still quavered with fear.

"The fridge came down off the wall and things started falling. I just pushed the refrigerator out of the way, grabbed the baby and ran," she said.

By the standards of the West Coast, where earthquakes are much more common, the Virginia quake was not strong. Since 1900, there have been 50 quakes of magnitude 5.8 or greater in California alone. Quakes in the East tend to be felt across a much broader area.

"The waves are able to reverberate and travel pretty happily out for miles," said USGS seismologist Susan Hough.

The Geological Survey put the quake in its yellow alert category, meaning there was potential for local damage but relatively little economic damage.

The agency said the quake was 3.7 miles beneath the surface, but scientists said they may never be able to map the exact fault. Aftershocks may help to outline it, said Rowena Lohman, a seismologist at Cornell University. There have been a few aftershocks. Two were magnitudes 2.2 and 2.8 but a later one measured 4.8.

The last quake of equal power to strike the East Coast was in New York in 1944. The largest East Coast quake on record was a 7.3 that hit South Carolina in 1886. In 1897, a magnitude-5.9 quake was recorded at Giles County, Va., the largest on record in that state.

A 5.8-magnitude quake releases as much energy as almost eight kilotons of TNT, about half the power of the atomic bomb dropped on Hiroshima, Japan. The earthquake that devastated Japan earlier this year released more than 60,000 times as much energy as Tuesday's.

The Virginia quake came a day after an earthquake in Colorado toppled groceries off shelves and caused minor damage to homes in the southern part of the state and in northern New Mexico. No injuries were reported as aftershocks continued Tuesday.

For the most part, the East Coast quake was a curiosity, at least after the initial fear faded away. It disrupted what was, for millions of people, an ordinary workday.

In New York, the police commissioner, Raymond Kelly, was in a meeting with top deputies planning security for the upcoming anniversary when the shaking started. The district attorney, Cyrus R. Vance, was starting a news conference about the dismissal of the sexual assault case against Dominique Strauss-Kahn, the former head of the International Monetary Fund. Reporters and aides began rushing out the door until it became clear it was subsiding.

On Wall Street, the floor of the New York Stock Exchange did not shake, officials said, but the Dow Jones industrial average sank 60 points soon after the quake struck. The Dow began rising again a half-hour later and finished the day up 322 points.

Amtrak said its trains along the Northeast Corridor between Baltimore and Washington were at reduced speeds and crews were inspecting stations and railroad infrastructure before returning to normal.

In Charleston, W.Va., hundreds of workers left the state Capitol building and employees at other downtown office buildings were asked to leave temporarily.

"The whole building shook," said Jennifer Bundy, a spokeswoman for the state Supreme Court. "You could feel two different shakes. Everybody just kind of came out on their own."

In Ohio, office buildings swayed in Columbus and Cincinnati. The press box at Progressive Field, home of the Cleveland Indians, shook, as did the stadium at the consolation game of the Little League World Series in South Williamsport, Pa.

John Gurlach, air traffic controller at the Morgantown Municipal Airport in West Virginia, was in a 40-foot-tall tower when the earth trembled.

"There were two of us looking at each other saying, 'What's that?'" he said, even as a commuter plane was landing. "It was noticeably shaking. It felt like a B-52 unloading."

Immediately, the phone rang from the nearest airport in Clarksburg, and a computer began spitting out green strips of paper ? alerts from other airports in New York and Washington issuing ground stops "due to earthquake."

The earthquake caused a stir online, where people posted to Facebook and Twitter within seconds and described what they had felt. The keywords in posts, or hashtags, included "DCquake," ''VAquake" and "Columbusquake," an indication of how broadly the quake was experienced.

Quake photos and videos also made the rounds. A handful were authentic. Many more were not ? they were favorite earthquake scenes from Hollywood blockbusters or footage of people shaking their glasses and plates at an Olive Garden.

On the West Coast, where the last major quake to strike a metro area was a magnitude-6.7 event that ravaged greater Los Angeles in 1994, what happened back East was cause for outright mockery.

"Californians yawn, shrug and go back to their iced lattes," Marcus Beer, who reviews video games for a local news broadcaster, said in a Twitter post.

Full Sail Real World Education was recently chosen as a location for two scenes in the shooting of a new feature film, National Lampoon?s Robo-Doc, starring David Faustino (Married With Children), Alan Thicke (Growing Pains) and veteran comic, John Byner (Soap).

The scenes were filmed in both a computer lab and a conference room on Full Sail?s Winter Park campus. Gordon-Tynes Productions found the campus ideal for the scenes they were looking to shoot. ?The boardroom setting is one of the opening scenes. It?s a fabulous looking boardroom and it?s really the kind of look we were going for,? said Producer for Robo-Doc, Don Tynes.

In addition to using facilities for the shoot, Full Sail Lab Assistant, Andrew Campbell, and Film students, Freddie Stevens and Drew Brinkhaus worked on the crew for the film. They assisted on the shoots at Full Sail as well as other locations around Central Florida. ?It was so nice to be on a production like this,? said Stevens.

Working on a feature film set gave the students a chance to see what it is like to work in Hollywood. ?When the producers can see your initiative, that opens the door to you for future projects,? said Brinkhaus.

?Full Sail is fortunate to be choosen for several Hollywood films, including Larry The Cable Guy: Health Inspector,? said Film Program Director, Dave Franko. ?We look forward to many more feature films not only using our facilities, but our students and staff as well.? The film is expected to be released in the Summer of 2007.

Suicide bomber kills 48 in Pakistan mosque (AP)

PESHAWAR, Pakistan ? A suicide bomber struck worshippers during prayers Friday at a mosque close to the Afghan border, killing 48 people in an attack one official said may have been aimed at anti-Taliban elders praying during the holy month of Ramadan.

Militants have frequently attacked tribesmen who have dared speak up ? or raise arms ? against them in the border region, where al-Qaida and the Pakistan Taliban have long held sway. Rifts between insurgent factions have also led to mass casualty attacks there.

Pakistan has lost more than 35,000 people in militant violence since 2007, with mosques, markets and hotels all targeted. But the attack was especially shocking because it came not only on Islam's holiest day of the week, but also its holiest month, when observant Muslims fast during the daytime and spend extra time in prayer and communal activities.

"Whoever did it in the holy month of Ramadan cannot be a Muslim," said Saleem Khan, who said that in the aftermath of the blast people ran over him to escape the scene. "It is the cruelest thing any Muslim would do," he said from his hospital bed in the main northwestern city of Peshawar, where he was being treated for his injuries.

The mosque is in Ghundi, a village in the Khyber tribal region, a part of Pakistan's tribal belt off limits to foreigners and considered too dangerous for non-local Pakistanis to visit. Much of the non-lethal supplies heading to U.S. forces in Afghanistan pass through it.

As it has in other areas of the border during the last three years, the Pakistani army has carried out several operations against militants in Khyber, but with limited success. It has funded and supported the creation of tribal militias in some areas, which have also struggled against the brutality of the Taliban.

More than 300 people were at the mosque, local administrator Iqbal Khan said.

"All the evidence we have gathered confirms that it is a suicide attack," said Fazal Khan, another local official.

The blast killed 48 people, according to Khalid Mumtaz, a local government official. At least 85 were wounded, Khan said.

TV footage showed prayer caps, shoes and green prayer mats scattered across a blood-splattered floor, while ceiling fans were twisted and walls blackened. Men comforted a young boy who wept as he held his hand to his heart.

A top provincial official said several elders of the Maddo Khel tribe who were in the mosque could have been the targets. He said the tribe had been campaigning against the militants in the area, with the backing of the government. He did not give his name because he was not authorized to speak to the media.

The attack was the deadliest since twin bombings in mid-June killed around 40 people in Peshawar. That attack was believed to be part of a series of bombings staged by militants in retaliation for the U.S. killing of al-Qaida chief Osama bin Laden in May.

The Pakistani Taliban and their affiliates are seeking to topple Pakistan's pro-Western government and install a hardline Islamist regime. Their anti-American rhetoric, combined with fact that successive Pakistan regimes have been corrupt and unable to provide basic services to the country, means they have some support in the country.

The United States is supporting Pakistan's fight against the militants because of their deep links to al-Qaida, whose leaders are believed to be based in the tribal regions. But the relationship between the two countries is deeply troubled, chiefly over allegations that Islamabad is supporting insurgent factions fighting in Afghanistan.

U.S. Secretary of State Hillary Rodham Clinton condemned the bombing.

"The slaughter of worshippers as they gathered at a mosque for Ramadan's Friday prayers underscores the brutality of those who would target civilians during a time of celebration and reflection for Muslims throughout the world," she said in a statement.

Since 2008, America has routinely fired missiles at militant targets in the northwest ? a tactic that has increasingly angered Pakistan's army and civilian leaders as well its people.

The most recent attack took place earlier Friday in South Waziristan, where two missiles hit a house, killing four suspected militants, said two Pakistani intelligence officials who spoke on condition of anonymity because they were not authorized to speak to reporters.

South Waziristan is a lawless stretch of rugged territory that was largely under the control of the Pakistani Taliban until October 2009, when the country's army launched an operation against the insurgents. However, militant activity is still reported in the region.

It is nearly impossible to independently verify the information from the region because access is heavily restricted.

COLUMBUS, Ohio ? Union leaders passed on meeting with Ohio Gov. John Kasich Friday to discuss a possible compromise over the state's new collective bargaining law, rebuffing an effort intended to remove a question from the November ballot asking voters to repeal it.

Kasich and fellow Republicans planted themselves alongside an empty table bearing placards for major unions, including the AFL-CIO, the American Federation of State, County and Municipal Employess, and the Ohio Education Association.

Though no labor leaders showed Friday ? a pro-union group supporting a repeal has already said the law must be rescinded before any compromise negotiations can happen ? media outlets from across the state crowded into a nearby hallway to see what would happen.

Democratic state Rep. Tracy Heard called it "a false flag of truce."

Kasich, House Speaker William Batchelder and Senate President Tom Niehaus say their goal in putting unions on the spot was to avoid a costly and potentially damaging ballot fight this fall.

When no one showed up, Batchelder said, "This was a complete abdication of moral responsibility on their part."

The measure prohibits public employee strikes, links teacher pay to performance, and limits the bargaining abilities of 350,000 unionized public employees. Opponents scored a 24-point lead among voters in a July Quinnipiac University poll on the issue, and some estimate the price tag of the November fight could reach tens of millions of dollars.

A.J. Stokes, director of the We Are Ohio campaign opposing the law, says "a fresh start" is needed to show good faith after the way the legislation was passed this spring as thousands of angry protesters flooded the Statehouse.

Niehaus said the call for repeal was an ultimatum, not a negotiation. He said repealing the measure would leave its supporters with no negotiation leverage.

Working through emissaries, Kasich had tested the waters for a compromise in June without success. The bill's sponsor, Republican state Sen. Shannon Jones, said this week she was unaware that effort had taken place.

The goal was to head off the ballot issue before petition signatures were filed, said Curt Steiner, the Republican consultant who arranged the meetings. He said the idea was to identify elements of the bill that were opposed by labor that Republicans were willing to concede and repealing them in the state budget bill.

"The value of that time frame was that there was legislation moving, and it was when the Legislature would be in town," Steiner said. "So that was the hope among some was that something might be resolved."

Kasich is clearly frustrated and seeking to tease out vulnerabilities in the vast labor-heavy coalition opposing the bill ? which includes interests as diverse as public school teachers, state environmental scientists, police officers and garbage collectors.

He accused out-of-state union leaders of "selling their membership down the river," but signaled his continued willingness to talk about a deal.

"I do believe there are people as part of that coalition that would like to sit and talk with us," he said. "If somebody wants to sneak in in the dead of night or if they want to just give me a phone call or if they want to start talking, we're open to it."

Kasich and his allies used labor's absence from the table Friday to paint the unions as stubborn and uncooperative for a second time ? a theme that will certainly show up in the fall campaign.

"Woody Allen said, `Ninety percent of life is just showing up,'" Kasich said after an hour had passed. "Well, they obviously flunked that test today."

We Are Ohio questioned his sincerity, recounting a series of events it characterized as "political tricks" that surrounded the passage of the collective bargaining bill.

For example, the group pointed out that the GOP-controlled Legislature removed legislative members who opposed the bill from committee appointments; the Ohio Statehouse was locked down when throngs of protesters were gathered; and many who showed up to testify for turned away.

Jason Mauk, a spokesman Building a Better Ohio, a campaign supporting the new law, said the union leaders' absence Friday shows they "never had any intention of negotiating, either before, during or after the legislative process."

"They've made their choice," Mauk said. "The voters can now decide whether they want to keep the failed policies of the past or move forward with some very reasonable reforms to lead our state in a new direction."
